“一件事一次办”办事指南管理规范 Specifications for the management of the one-stop government services guide

                本文件规定了“一件事一次办”办事指南的要素编制原则和要求、编制程序、管理要求、技术要求。
本文件适用于“一件事一次办”办事指南编制主体约束，为办事企业群众提供便利。
从需求出发，聚焦企业和个人全生命周期涉及面广、办理量大、办理频率高、办理时间相对集中、关联性强的多个政务服务事项，按照不同应用场景、业务情形归集，形成企业和个人视角集成化办理的 “一件事”，实现多个事项“一次告知、一表申请、一套材料、一窗（端）受理、一网办理”。
注：“一件事一次办”服务的主要实现方式是通过业务协同、系统联通和数据共享，科学设计办理流程和联办机制，优化办理要素，改革申报、受理和出件方式，大幅减少企业和个人办事所需的时间、环节、材料和跑动次数。
